The Ellettsville, Indiana, Town Council met at 7:00 p.m., Monday, August 7, 2000. Members present were Geraldine McIntyre, President; Jerry Pittsford, and David Sorokoty. Members not present were Gina Hawkins, Vice President.
Public Hearing on East Ellettsville Area Plan and Hwy 46 Corridor: Bill Land
Bill Land said that the draft plan has been submitted to Bloomington and Monroe County officials and noted the upcoming meetings with these people. The process and procedure of developing the plan was outlined. Data collection in the area was discussed. Cinergy was recognized for their assistance in the effort to gather data. The criterion established by the City of Bloomington for giving their consent to Phase II annexation was reviewed. There was discussion about density per acre and zoning overlay.
The plan is a twenty (20) year plan and should be updated on a two (2) year review cycle to keep it up to date and healthy. It was hoped that we did not copy Bloomington or some other community and we have some of our own aspects in so far as local control and local benefit. The plan concepts are a result of plan commission workshops, the planning experience of the planner and are backed up and supported at least moderately well by the survey results, both business and suburban.
The plan only really affects new development as the older development is grandfathered. The idea is to direct growth rather than reacting to it. It is not site specific, the idea being to protect value. There was other discussion regarding green space, drainage, street connections, residential enhancements, Highway 46 access control and the corridor enhancements. Substantial study would need to be undertaken should there be a higher density than two (2) units parcel without impacting substantially Jack’s Defeat. It was Bill Land’s understanding that Jack’s Defeat cannot tolerate a hundred year event. He noted that floodwater is possibly the worst pollutant given that it mixes with sewer, storm water, fertilizer, etc.
There was other discussion regarding the intersection of Union Valley and Hwy. 46, creative financing and grantsmanship, and updating the zoning map.
David Sorokoty made a motion to accept the east Ellettsville Area Plan as an amendment to the comprehensive plan. Jerry Pittsford seconded the motion. The motion passed.
