The Ellettsville, Indiana, Town Council met in special session at 6:30 PM, Wednesday, November 8, 2000. Members present were Geraldine McIntyre, President; Michael Cornman, David Drake, and David Sorokoty.  Mrs. McIntyre called the meeting to order.

 

The Heritage Trail:

 

Jeana Kapczynski inquired about the interest the Town Council has in proceeding with the plans developed by Berry Fisher to have a walking trail constructed along Jacks Defeat Creek using the abandoned railroad.  At this point it is just a concept.  She requested direction on how to proceed. She had met with a reprehensive from Butler, Fairman, and Seifert Engineering to discuss possible grants for the project.   One such grant is called a Tea-21.  Bloomington is the recipient of this grant for the Clear Creek Trail.  The grant is an 80-20 matching grant.  She went on to explain different ways the Town could come up with their part of the matching grant. If the Town wants to try to do this they need to get started on this first round.  In my research I talked to Dave Williams in Bloomington.  He recommended Butler, Fairman, and Seifert Engineering.  They worked on the Monon Trail and helped get the money for the Clear Creek Trail.  She spoke with them because of their experience with trails.  She distributed applications for the Tea-21 grant.  If we were awarded the grant the engineering cost would be included in the grant.  It would be a reimbursement grant.

 

Jeff Fanyo addressed the Council explaining they would like to do the engineering of the Heritage Trail.  He spoke of Bynum, Fanyo Associates experience with trails.  He also explained the involvement his company has with the Town gives them a familiarity that other firms would not have.  Indianapolis firms would not care about your Town as we do. There are some innovative ways to come up with the matching amount.  We could actually utilize some of the work we have already done.  The topographical maps they already have are a good example. Build Indiana are another source. The main reason he came was to say Ellettsville didn’t need to go to Indianapolis to find an engineering firm.  He mentioned projects his firm had designed. Bynum, Fanyo has experience with the Tea-21 grant.  Rick Coppock is a grant writer for the firm.   The deadline for this round of the Tea-21 is 12-31-00.  

There was a discussion on using a local firm to do the work and firms sharing information.

 

David Sorokoty made the motion to have Bynum, Fanyo Associates put in the grant for the Heritage Trail.   David Drake seconded.  Geraldine called for a roll call vote.
