October 22, 2001
The Ellettsville, Indiana, Town Council met in regular session at 7:30 PM, Monday, October 22, 2001. Jerry Pittsford called the meeting to order and led the prayer. David Drake led the Pledge of Allegiance.
Jerry asked for roll call of Council Members. Members present were Jerry Pittsford, President; David Sorokoty, Vice President; Michael Cornman, David Drake, and Geraldine McIntyre. Also present were Sandra Hash, Clerk-Treasurer and Mike Spencer, Town Attorney.
Approval of the Minutes
of the regular meeting of October 9, 2001
A motion was made by David Drake and seconded by Geraldine McIntyre to
approve the minutes of October 9, 2001.
Motion carried.
Approval of Minutes of a
Special Work Session meeting on October 18, 2001
Sandra Hash requested approval of minutes for special Council Work
Session held on October 18, 2001. A
motion was made by Mike Cornman and seconded by Geraldine McIntyre to approve
the minutes of the October 18, 2001.
Motion carried.
Resolutions
Resolution 16-01 Transfer of
Funds
Jerry Pittsford read the resolution.
Geraldine McIntyre moved to accept Resolution 16-01 and David Drake
seconded. Motion carried.
Ordinances on Second Reading
Ordinance 01-27 Vacating
public way 412 Paul Street, lots 26 and 27 in Whitsell’s addition.
Mike Cornman made the motion to adopt Ordinance 01-27 and Geraldine
McIntyre seconded. Motion carried.
Old Business
Interlocal Agreement between
Ellettsville Fire Department and the City of Bloomington Fire Department
Jim Davis, E. F. D. Fire Chief, explained Fire Chief Barlow received
approval of this document with Bloomington City’s Council last week. Jim further explained that the City of
Bloomington has a new fire station on the west side of town now. Prior to having this new station E. F. D.
covered part of the west side of town since we were much closer and could
respond quicker. Bloomington assisted
but now they will cover it first and have our assistance. Therefore, we assist them if needed and they
assist us out of their new station if needed in our areas such as the
Industrial area and Highland Village.
David Drake made the motion to approve the Interlocal Agreement and
David Sorokoty seconded. Motion carried
with Mike Cornman abstaining.
New Business
Set the Trick or Treat hours
for October 31, 2001
In the past the hours were 6:00 p. m. to 9:00 p. m. It was suggested and discussed to set hours
from 6:00 p. m. to 8:30 p. m. Mike
Cornman made the motion to set the
Trick or Treat hours from 6:00 p. m. to 8:30 p. m. and David Drake
seconded. Motion carried.
Citizens Action Coalition of
Indiana will be conducting a door-to–door political canvas in Ellettsville
weekdays from 4 to 9 p. m.
The letter informing us of this political canvas was dated October 15,
2001 and stated more information would be available in the next couple of weeks
including the names of those canvassing and the date it would begin.
Appointment of Reserve
Deputy Marshal – Dale Hensley
Bob Sowder, Ellettsville Police Reserve, has reviewed Dale’s
experience, training, references and performed a background check as well. Bob explained Dale would like to be a
reserve officer for Ellettsville and Bob believes he would be an asset to have
on the Department and would like to recommend appointing him. Dale is 23 years old, lives on 17th
Street in Bloomington and is currently employed as a Dispatcher for Bloomington
Police Department. The reserves would
then have 10 officers if Dale were appointed.
Mike Cornman made the motion to appoint Dale Hensley as a Reserve Deputy
Marshal and David Sorokoty seconded.
Motion carried.
Action to pay Accounts
Payable Vouchers
Geraldine McIntyre moved to approve the accounts payable vouchers. David Drake seconded. Motion carried.
Supervisor’s comments
Ron McGlocklin questioned the mandatory meeting about
insurance because some of his men were off duty and already have plans for that
day. Jerry said only those employees on
the clock must attend the meeting and those off duty can attend if
interested.
Ron also asked Mike Spencer if he had any news from Tangelo about the
K-9 issue. Ron requested Mike Spencer
to contact them and bring this issue to a close if possible. Mike agreed to contact them.
Everyone from the Department qualified in the shoot last week. Anthony Bowlen was the top shooter in
scoring.
Sandra Hash informed everyone that the Clerk’s Office
and the Utility Office made the employee switch last Friday and both Lynn and
Amber are working their new positions and doing a fine job.
Geraldine McIntyre explained that she and Sandy attended the
Round Table Session in Orleans recently and it was an informative meeting. The meeting covered insurance and the new
property tax assessment. Also we will
be hosting the January (6th is possible date) IACT meeting. Sandy added that during the meeting they
were told we would be required to re-draw the districts in 2002.
Jerry Pittsford stated the Ellettsville Chamber of Commerce
after hour’s event would be October 25th, 2001 from 6:00 p. m. to
9:00 p. m. at the Endwright Center.
Jerry announced that on October 8th, 2001 our Town’s
Planner, Bill Land received the Mike Carol Award from the Indiana Planners
Association for outstanding service and planning.
Jerry also stated that Ron McGlocklin, Jay Humphrey and himself
attended a demonstration on signs with radar detectors held by Hall Signs
earlier this afternoon. The sign reads
School Zone, Speed Limit and tells Your Speed below. It has a 500 feet range. Hall Signs will be giving a presentation
at a later date and we may want to consider purchasing a couple of these signs
for the Town.
School will be let out early on Tuesday and Wednesday and is out of
session on Thursday and Friday of this week.
Privilege of the Floor
Darlyne Sowder informed the Council on November 8th
and 9th, 2001 is the 15th annual Indiana Main Street
Conference in Bloomington. She had
previously requested to attend this Conference on behalf of the Ellettsville Parks
and Recreation Board and the Council gave their approval. She has paid for her registration and is now
requesting to be reimbursed for the fee.
Jerry okayed reimbursing Darlyne.
Darlyne representing the Ellettsville Exchange Club would like to inform
the Council that on Saturday, October 27th, 2001 from 10:00 a. m. to
2:00 p. m. they will be sponsoring their annual Identikit project at the
Ellettsville McDonalds where parents can bring there children to be fingered
printed and photographed and a picture ID card can be made for each child. She asked for volunteers to help with this
project. She thanked the Ellettsville
Police Department, McDonalds and Smithville Telephone Company for their help
with this project as well.
Roger New of Ellettsville Truck has 3 special meters
and he questioned why there is a limit on sewer exempt meters. Mike Farmer explained that anyone that has a
special meter now can still use them. There
are rules for using special meters.
They can use these meters from April to October and the patron must
bring the meter in at the beginning and ending of the season to be read. The meters cannot be used in
wintertime. We will not be issuing any
new meters because they do not work well with the new touch read electronic
meter reading system. There is an
alternative, however, we can install a new water only meter. A new service cost $400. We would like, however, to establish a fair
charge that would be somewhere between the current special meter cost of $70 to the new service meter of $400. The new touch read meters system has cost us
around $300,000. The new meters are
more accurate.

Pat New who works for the Ellettsville Post Office
suggested and inquired
if could use different cards for the meter bills. Sandy responded that she had talked with the Post Master on the
required changes. Jerry requested Sandy
to get an example of a new meter card that could help with using the automated
mail the system. Using the automated
mail system would result in savings on postage.

A motion was made by Geraldine McIntyre seconded by Mike Cornman to
adjourn. Motion passed. Meeting adjourned at 8:21p. m.
