The Ellettsville, Indiana, Town Council met in regular session at 7:30 PM, Thursday, January 28, 2002 at the Town Hall. David Sorokoty called the meeting to order and Jerry Pittsford led in prayer. Geraldine McIntyre led in the Pledge of Allegiance.
Roll Call
David Sorokoty asked for roll call of the Council Members. Members present were David Sorokoty, David Drake, Michael Cornman, Jerry Pittsford and Geraldine McIntyre. Also present were Sandra Hash, Clerk-Treasurer and Mike Spencer, Town Attorney.
Proposal for a Backhoe
for the Street Department
Jim Ragle, Street Commissioner, said he had advertised and accepted
bids for a backhoe. Only one bid
proposal was received. Mike Spencer
opened the sealed bid and read Holt Equipment Company LLC’s proposal. A 310 SG Backhoe loader for $
59,700.00. Jim asked for approval to
order the backhoe from Holt. Geraldine
McIntyre made the motion to accept the proposal for a new backhoe. David Drake seconded. Motion carried.
Approval of Minutes of
the last three meetings in January
David asked for a motion to approve the minutes. Jerry Pittsford moved to accept the minutes
of the January 14th, January 18th and January 22nd,
2002 meetings. Geraldine McIntyre
seconded. Motion carried.
Ordinances on First
Reading
Ordinance 02-02 to establish
a fund for the Fall Festival Build Indiana Grant
David Drake read by title.
Sandy explained the Fall Festival organization had received the grant
they had applied for from Build Indiana and that she needed an isolated fund
for incoming money. Geraldine McIntyre
moved to approve Ordinance 02-02. David
Drake seconded. Motion carried.
Resolutions
Resolution 01-02 requesting
the transfer of land from the Indiana Department of Transportation to the Town
of Ellettsville. Original lots 8 and 9.
Geraldine McIntyre read by title.
Jerry Pittsford moved to approve.
David Drake seconded. It was
discussed what would be done with the house after the purchase. Some
suggestions were to ask if the Fall Festival Association wanted it, demolish
it, offer to sell it publicly for a limited time and/or a possible office for
the new Administrative Assistant and Council.
Motion carried.
Comment - Darlyne Sowder questioned if Ordinance 02-02 was passed. Someone said no it was not. However, it was passed for first
reading.

New Business
Pat Haley Clerk of the
Monroe County Circuit Court request permission to use the Town Hall as a poling
site for the primary Election on May 7, 2002.
David Sorokoty read the request.
Geraldine McIntyre made the motion to allow the Monroe County Clerk use
of the Town Hall as a poling place on May 7, 2002. David Drake seconded.
Town Hall will be closed that day.
Motion carried.
Ellettsville will host an
Indiana Association of Cities and Towns Southeast Roundtable Dinner on February
27, 2002 at the Nutmeg House, tea room.
The program will cover the basics of liability insurance.
David Sorokoty read the notice.
Sandy invited the Council and Supervisors to attend the dinner. Jerry commended Sandy on hosting the
Dinner. Sandy explained that she and
Geraldine McIntyre both had extended the invitation to host the dinner. The dinner will be at 7:00 p. m. at the
Nutmeg House with the insurance discussion following, which will probably be at
the Town Hall or possibly at the church across the street.
Sandy also mentioned the owner had expressed her appreciation as well
as her customers appreciation for the painting of the parking spaces lines in
front of her business.
Action to pay Accounts
Payable Vouchers
Jerry Pittsford moved to approve the accounts payable vouchers. Geraldine McIntyre seconded. Motion carried.
Supervisor’s comments
Mike Farmer – Reminded the Council that Main Street
and Matthews Street would be closed for 2 to 4 days for utility work.
Rick Coppock – Explained that he has advertised in the
paper for an electrical contractor for the underground utilities reconnect
services project along Hwy. 46 and that specs packets are made and can be
picked up in both the Clerk’s Office and at Bynum Fanyo. We will open the bids on February 11th,
2002 during the Council Meeting.
Jim Ragle – Explained he has made an interlocal
agreement with Richland Township’s Trustee Don Lewis for the purchase of a lawn
mower for the Street Department’s services of mowing the park and ball
fields. Mike Spencer has already
reviewed the agreement.
Jerry Pittsford moved to approve the agreement between the Town of
Ellettsville’s Street Department and Don Lewis, Richland Township’s
Trustee. Geraldine McIntyre
seconded. Motion carried.
Ron McGlocklin – Presented the Council with the Police
Department’s annual report for 2001. He
explained it and told that accidents and battery cases increased and he also
referenced that rental properties have the most problems along with vehicle
burglaries. A copy of the report is on
file in the Clerk’s office.
Mike Cornman – Asked Ron McGlocklin if Monroe County
Central Dispatch had contacted him about coming to a meeting and the
Ellettsville Police Department’s call to dispatch. Ron said no. However,
Ron said Central Dispatch wanted a list of Ellettsville’s officers, their
qualifications and a list of Reserve officers and what type of equipment the
department has for the new system Central Dispatch is installing. Ron has already given that information to
them.
Jerry Pittsford – Asked if Monroe County Emergency
Management had contacted Ron about RPI terrorism training. Ron said no. Jerry and Mike both have received e-mail about this
training. Jerry suggested Ron
contacting John Hooker with Monroe County Emergency Management about this
training program, which is supposed to take place in February or March because
he thinks the Department would like to have this training. Jerry said he would send Ron the e-mail
about this
training also. Ron said he
would contact John tomorrow. Mike asked
that Ron notify the Council if the Department decided to participate in the
program.
Sandra Hash – Informed the Council that she had tried to
install DSL in the office and things were not working correctly so she is
without e-mail until Friday.
Geraldine McIntyre – Thanked the Police Department for their
assistance with an incident that occurred at the Monroe County Solid
Waste. Told that she had seen the
remodeling in the Ellettsville Police Station and suggested the Council to see
their work.
Jerry Pittsford - Thanked Mike Cornman for his fine work
on redistricting the wards.
Mike Cornman – Thanked Rick Coppock and Mike Spencer
for their help as well on the maps for redistricting the wards. Mike asked Jim Davis if he had been asked to
attend any meetings about Ellettsville Fire Department wanting to pay money for
dispatch. Jim said no, he has not been
contacted by Monroe County Dispatch.
Jim Davis – Said he is attending the terrorist
meeting.
David Drake – Explained that some residents who live
in Meadowlands contacted him and they wanted to thank the officers,
specifically Bill Benningfield, Scott Ferguson and Tony Bowlen for running
radar in that neighborhood. It has helped to slow down traffic. Ron said he would pass the thanks along to
the officers.
David Sorokoty – Mentioned that hopefully the Council
would have the new Administrative Assistant hired by February 11, 2002. The first executive session to decide the
process of choosing the potential candidates and to review the applicants for
the position will be on January 31, 2002 at 7:00 p. m. at the Town Hall.
He also thanked Mike Cornman for his work on the wards redistricting.
