The Ellettsville, Indiana, Town Council met
in regular session at 7:30 PM, Monday, November 11, 2002 at the Town Hall. David Sorokoty called the meeting to order
and Ray Freetage led in prayer. Mike
Cornman led in the Pledge of Allegiance.
Roll Call
David
Sorokoty asked for roll call of the Council Members.
Members present were David Sorokoty, President; David Drake,
Vice-President; Mike Cornman, Raymond Freetage and Geraldine McIntyre. Also present were Sandra Hash, Clerk-Treasurer,
and Mike Spencer, Town Attorney.
Supervisors Present
Jim Davis, Jim Ragle, Ron
McGlocklin, Deborah Hudson, Mike Farmer and Jeff Farmer.
Approval of Minutes of the meeting on October 28, 2002
Geraldine McIntyre moved to
approve the October 28, 2002 minutes.
Ray Freetage seconded. Motion
carried.
Action
to pay Accounts Payable Vouchers
Geraldine McIntyre moved to approve the
accounts payable vouchers. Mike Cornman
seconded. Motion carried.
Proclamation
David Drake read the Proclamation, which
proclaims November as Veteran’s Appreciation Month. The Veteran’s in attendance were asked to stand and were given a
round of applause. Ray Freetage moved
to approve the proclamation. Mike
Cornman seconded. Motion carried.

Old Business
PSI Energy, Inc. Agreement – 4 additional aluminum poles and lights
Rick Coppock explained the previously approved agreement contained 19
lights. The additional 4 lights in this
agreement were on the original plan, but not the original lighting
agreement. These 4 lights are the first
ones on the west end of the project at Edgewood Drive, Sharp Street, Walnut
Street and Matthews Drive where they intersect with Highway 46. There are 2 to 3 more lights that are not
included in either agreement, which may be cause for yet another contract. Mike Cornman moved to approve the current
PSI Agreement. David Drake
seconded. Motion carried.
New Business
Capacity Certification / Allocation letter for Java Heights
subdivision, Phase III (9 lots)
Bernie Guerrettaz of Bledsoe Tapp & Riggert addressed the
council concerning the signature necessary for certifying that the Ellettsville
Wastewater Treatment Plant has the ability to process the wastewater from nine
more lots in Phase III of the Java Heights Subdivision, which hooks-on to the
Eastern Richland Sewer Corporation. He explained there is an
estimate of 2,790 gallons a day of wastewater. An additional 275 feet of sewer line will be installed for the nine
lots. There are a total of 55
lots for the entire subdivision.
Jeff Farmer, Waste Water
Treatment Supervisor stated that raising
manholes to slow down the overflows was not the issue. It’s not an overflow
problem causing
stress on the plant, it’s the flow that
gets there from inflow and infiltration (rain water runoff) that is the cause
for concern. The Plant is designed for
2.3 million gallons of wastewater a day with a ten million gallon peak. Sunday after the storm we put 4.5 million
gallons of wastewater and rain water through the plant that came from all
three-sewer systems – Eastern, Northern and Ellettsville. A normal dry weather day’s flow is 700,000
to 800,000 gallons a day. The weather
has been wet lately and the Saturday before the storm 950,000 gallons went
through the plant. Unless we control the flows we will soon exceed our capacity
that was supposed to be a twenty-year investment.
Mike Cornman noted the town has received some communication
that Eastern is addressing some of our concerns. The next step is to come up with a combined plan to address these
issues. We should now put our best foot
forward to communicate to make sure we’re all aware and work on this. Let’s move forward.
David Drake clarified the council had not denied any future
sewer hook-ons. All they said is that
we did not want to sign the letter sent by the Indiana Department of
Environmental Management.
Rick Coppock informed the council he had called and requested
the letter from Brehob concerning the work done on Eastern Richland Sewer
Corporation. Work has also begun on a
plan to increase the monitoring of flows and acquiring information to share
with everyone to better handle flows.
Hopefully we can get all systems working together to prolong the life of
the wastewater treatment plant.
Ray Freetage made a motion to sign the certification letter
for the nine lots in the Java Heights subdivision. David Drake seconded.
Motion carried with Geraldine McIntyre being the only no vote. She said many people are unhappy about their
sewer charges and we should think ahead to new growth in Ellettsville.
Sweeping Agreement between the Indiana Department of Transportation and
the Town of Ellettsville
Jim Ragle, Street Commissioner explained
that the Street Department has swept the road up to Spring Valley for years and
that now INDOT has offered to sign a contract with the Town for the Street
Department to sweep the highway from Arby’s Restaurant on the corner of Smith
Road and Highway 46 to Red Hill Road west of the Town. The State will pay the Town $300 per curb
mile per year for a total of $2,460 per year.
The contract encompasses 8.2 total curb miles and each location shall be
cleaned 2 times a year. Mike Spencer
informed the Council that the liability would be the responsibility of the
Town. Mike Cornman made a motion to
approve the sweeping agreement. Ray
Freetage seconded. Motion carried.
Renew Agreement with Bloomington Hospital Ambulance Contract
Jim Davis, Fire Chief explained that the
agreement with Bloomington Hospital Ambulance Service (BHAS) is the same as
last year with a 5% increase.
Ellettsville Fire Department contributes $10,000 to provide the back up
ambulance. Mike Cornman estimated that
the backup service makes two to three actual ambulance runs per month. The contract states that Bloomington
Hospital will provide a fully stocked, fully maintained ambulance,
certification and training for the personnel and malpractice and collision
insurance. The Town provides an EMT, a
First Responder and houses the ambulance.
The contract is for one year. Geraldine McIntyre moved to approve and
renew the agreement with BHAS. David
Drake seconded. Motion carried with
Mike Cornman abstaining.
Announcement
Indiana Public Employers Plan Safety Award for 2001 awarded to
Ellettsville for having an excellent worker safety record.
Privilege of the Floor
John Hooker III, Director of the Monroe County Emergency Management gave the Council
a proposal for purchasing two additional sirens in the Ellettsville area. John displayed a map showing the location of
three sirens (one existing and two proposed) and the coverage area of each
siren. The existing one is an old
system that the MCEM has repaired and upgraded. It is located at the old Elementary School. One of the new sirens would be installed at
the new Edgewood Primary and Intermediate Schools and the other would be at the
McNeely water tower. In answer to a question, John replied it is Central
Dispatch with Indiana University Police Department as the backup system that
activates the outdoor warning system sirens.
The
cost per siren would be $17,495.50.
John would like to form a partnership
with the Town for an outdoor warning system.
He asked the Council to consider this proposal.

Comments
Mike Farmer, Utilities
Supervisor addressed the ad that was placed in the Journal that implied that rates
were on the rise. He said that this is
not true and wanted to inform the public.
David Sorokoty said
that all decisions are made in the public view.
Mike Cornman stated
that the Sewer Utility is not under the jurisdiction of the I.U.R.C.
Ron McGlocklin, Town Marshal said two of his officers, Brian Mobley and
Alva Bohall, would be attending breathalyzer school on November 19th
to be recertified and it is hosted by the Bloomington Police Department. The class is 4 or 5 hours.
Mike Cornman, Geraldine McIntyre and Ray Freetage congratulated
Lisa Combs-Creech for winning the election.
She will be filling Mike’s position on the Town Council starting the
first of January.
Sandra Hash reminded
everyone of the special meeting at the High School Auditorium on Wednesday,
November 13th at 7:00 p. m. about hosting the Hilly Hundred
Event. This meeting is open for public
input.
David Sorokoty congratulated
Lisa as well. David also asked the
Council for dates available for work sessions.
He thanked Crider & Crider and INDOT for working long days to get
the road done before the weather is too severe. He also mentioned that the interchange between S.R. 37 and S. R.
46 is scheduled to open this week. Dave
reiterated his thanks to all Veterans and closed the meeting by saying God
Bless America.
