Park and Recreation Board

July 2, 2002

The Ellettsville Parks and Recreation Board met on Tuesday, July 2, 2002 at the Ellettsville Town Hall.

Members present were Darlyne Sowder, President, Edwin Macatangay, Vice President, L. D. Axsom, and Art Moynihan, Secretary.

Guests: Deborah Hudson, Town Administrative Assistant, Dave Sorokoty, Town Board President.

Darlyne Sowder, President, called the meeting to order at 7:08 p.m.

Minutes

Art Moynihan motioned to accept the June 4, 2002 minutes. L. D. Axsom seconded the motion. Motion carried 4-0.

Old Business

Five-Year Master Plan

Dave Sorokoty and Deborah Hudson will detail the need for the 5-year plan to Indiana University SPEA contacts. Greg Zody, Planner II, Monroe County Plan Commission has also agreed to aid in the development of the 5-year plan.

Skate Park

Darlyne updated the Board on her visits to the Greenwood and Louisville Skate Parks.

Deborah Hudson reported that when she drove by the park one evening, she had seen skaters using the headlights from a vehicle skating around 9:00pm. They were still there around 11:00pm. Dave Sorokoty noted that when he went by the park there were about 10 skaters, and some had equipment on, but not everyone had equipment. The Board reviewed the proposed Ordinance and noted amendments to 610-10, deleting the reference to gloves and correcting the spelling from “writs” to “wrist” relative to required equipment. 610-20 relative to wax was deleted in its entirety. Art Moynihan motioned to send the amended Ordinance to the Town Council for action at its next meeting. Edwin Macatangay seconded the motion. Motion passed 4-0.

Relative to Skate Park inspections, Jim Ragle reported via Darlyne that he couldn't work this into the Street Department's current work schedule. Dave Sorokoty will perform weekly inspections of the Skate Park on a voluntary basis.

Darlyne reminded Park Board members to read and review the Safety and Maintenance policies for action at the next meeting of the Parks Board.

Wishing Well Nature Park

There has been no action relative to the boundary differences at the Wishing Well Nature Park [WWNP]. Dave Sorokoty believes it is best to contact neighboring landowners to see if a verification of boundaries can be made. Darlyne will aid Dave in this pursuit depending on schedules.

Edwin suggests that we develop an overall plan for the WWNP. Darlyne is researching the possible use of old telephone poles and their impact. Art has contacted some local tree companies who are willing to donate wood chips once we know where we want them delivered. L. D. stated that the paths previously developed are growing over and that we might consider spraying them with Round-up or some other weed control chemical. Art agreed to contact Jim Ragle and/or True Value to check pricing and how best to apply the weed control chemicals. Darlyne will contact Jeff Schunn to see if the Boy Scouts can aid in some of the development of WWNP.

Darlyne again reminded everyone that the vacancy on the Park Board is available to a Democrat who is a resident of Ellettsville. No volunteers have come forth thus far.

The next meeting of the Parks Board will be 7:00 p.m., Tuesday, August 6, 2002, at the Town Hall.

Art Moynihan made a motion to adjourn the meeting. Edwin Macatangay seconded the motion. Motion passed 4-0 and the meeting adjourned at 8:50 p.m.
