The Ellettsville, Indiana, Town Council met in regular session at 7:30 PM, Monday, January 27, 2003 at the Town Hall. David Sorokoty called the meeting to order. Lisa Combs-Creech led the Pledge of Allegiance and Ray Freetage led in prayer.
Roll Call
David Sorokoty asked for roll call of the Council Members. Members present were David Sorokoty, President; David Drake, Vice-President; Lisa Combs-Creech and Ray Freetage. Also present was Sandra Hash, Clerk-Treasurer; and Mike Spencer, Attorney. Geraldine McIntyre was absent.
Supervisors Present: Jim Davis, Jim Ragle, Mike Farmer, Jeff Farmer and Ron McGlocklin.

Approval of Minutes of the special session on
January 9th and the regular meeting on January 13th, 2003

moved to approve the minutes. Lisa
Combs-Creech seconded. Motion carried.
Action to pay Accounts Payable Vouchers
David Drake
made a motion to approve the accounts payable vouchers. Ray Freetage seconded. Motion carried.
Resolutions
Resolution 03-03 Reimburse Appropriation
Lisa Combs-Creech read and moved to approve Resolution
03-03 concerning reimbursing an appropriation.
David Drake seconded. Motion
carried.
Ordinances on Second Reading
Ordinance 03-01 to amend Chapter 255 of the
Ellettsville Town Code concerning Personnel
Ray Freetage read
the Ordinance in its entirety, which deletes the Limited-full time
position. David Drake suggested changes
to section 255-10 (b) and (d). Attorney
Mike Spencer read the Ordinance as amended.
“(b) Part-time: Includes all
employees who are regularly scheduled to work less than thirty-five (35) hours
per calendar week and whose term of employment is intended to exceed six (6)
consecutive months. Except as otherwise
specified in these policies, part-time employees are not eligible for
benefits. (d) Temporary Part-Time: Includes all employees who are regularly
scheduled to work less than thirty-five (35) hours per calendar week and whose
term of employment is intended to expire on or before the last day of the sixth
(6th) consecutive month of employment. These employees are not eligible for benefits.” Ray moved to adopt Ordinance 03-01 as
amended. David Drake seconded. Motion carried.
New Business
Kevin Fluke is requesting a transfer of sick days due
to surgery
Jim Ragle, Danny Edwards and Danny Stalcup agreed to transfer sick time hours to Kevin Fluke since he has had surgery and needs extra time to recover. David Drake
moved to approve transferring five days to Kevin Fluke. Lisa Combs-Creech seconded. Motion carried.
Supervisor’s comments
Jim Davis requested permission to hire volunteer
Frank Cummins as a part-time fireman.
He is on the Fire Department’s hire waiting list. David Drake moved to approve hiring Frank
Cummins as a part-time Firefighter. Ray
Freetage asked if the money had been budgeted to hire more personnel. Sandra Hash explained there was $100,000 in
the part-time firefighter appropriation.
David Drake added this is not a new position, it just adds an additional
person to cover the allotted time.
Frank is a very qualified person for this position and has an impressive
work history. Lisa Combs-Creech
seconded. Motion carried.
David Sorokoty announced there
would be a special session Thursday, January 30th at 6:30 to discuss
the feasibility of acquiring the old Elementary School building.
