August 4,  2003 Park and Recreation Board Meeting Minutes

 

The Ellettsville Parks and Recreation Board met on Monday, August 4th, 2003 at the Ellettsville Town Hall. Members present were Darlyne Sowder - President, Edwin Macatangay - Vice President, L.D. Axsom, Denise Knell and Jeff Frownfelter - Secretary. 

Darlyne Sowder called the meeting to order at 7:01 PM , Edwin Macatangay seconded the start of the meeting.

 

Minutes from July 7th,  2003 Meeting

Denise Knell motioned to accept the minutes from the July 7th, 2003 meeting, Edwin Macatangay seconded the motion to accept.  Motion carried 5 - 0 in favor of approving the minutes.

 

Floor Open for Public Comment

No public Comment.

 

Old Business

5 Year Master Plan

No new news at present concerning the Five year master plan for the Parks Board of Ellettsville.  There were some brief comments made concerning the accuracy and  legitimacy of the survey.  There seemed to be some inconsistencies about what the public stated they used and what they wanted the town to provide.

 

Skate Park

Construction of the restroom and storage facility continues, albeit at a slow pace.  Some of the invoices for materials have come to the Parks Board for approval.  As of this date the totals are as follows;

Ordinance Enforcement is still a big concern for the Parks Board.  An egging incident perpetrated by the same people defacing the park was instigated against the president of the Parks Board.  There is now a concern of Parks Board members going to the park to question users about safety equipment or to shut down the park due  to vandalism and/or safety reasons.  There is no clear resolution in the near future.  The police are still refusing to issue a ticket of any kind and stating the same argument that they have no means to issue a ticket.

 

Wishing Well Nature Park

No reports on weed control costs.  The main path with the most weeds has been mowed throughout the summer to make fence repairs.  The rest of the main trail through the woods is not overrun with weeds or other nuisance vegetation.  Darlyne Sowder was going to contact the Monroe County Parks board about the two mile trail grant.  This grant was going to create a trail connecting the Wishing Well Nature Park property with the Flatwoods park property.  The five acres belonging to the Park/Town of Ellettsville is still being used by Mick Harmon.  He will be invited to the next Parks Board meeting to discuss moving a fence line to open the 5 acres to the Wishing Well Nature Park property.  There is also a request being sent to Sandy Hash about the survey concerning the Wishing Well Nature Park property.

 

Memorial Park

No news to report on this park property.

 

Budget

The first draft of budget numbers were presented to the Town Council.  There were some minor changes to last years budget:

• Board members overall salary now at $2,000.00 total for year

• Secretary fee removed (no secretary)

• Part time labor changed to $5,100.00 for year (to include mowing)

Jim Ragle was asked to provide total costs for a more accurate figure but unable to do so at the time.  This generated some discussion of the actual costs of labor for the Parks Board.

• Some increases in personal services and supplies

• Electricity has been increased to $1,700.00

The current total budget for the Parks Board now stands at $15,844.00.  This is the first round of budget discussions and that is not the final number as of this date.

 

Tour of Park Properties

There was a motion to take a tour of all of the park properties later in the month.  The purpose of the tour is to get an idea of the condition of all facilities owned by the town and managed by the Parks Board.  Motion was put forth officially by Denise Knell and seconded by L.D. Axsom and approved by a vote of 5-0.  The tour was to take place on August 19th, two weeks from the Parks Board meeting.

 

Campbell's Park

There was a brief discussion of the board members to provide a plaque naming the people of the community who helped contribute and make playground equipment at Campbell's park possible.  This had been a project previously but never fulfilled.

 

New Business

Shelter House Reservation System

Several requests from the community to reserve certain Shelter houses in Campbell's park have been made to the town.  The idea would be for the town Clerk-Treasurer to collect the reservations and funds then post then have a reserved sign posted on the shelter house that is reserved the day of the reservation.  Signs will need to be made and Shelter houses will need to be named for specific identifying purposes.  A cost structure will need to be developed and approved.  A list of repairs or to-do’s for the reservation system can be derived from the parks tour on the 19th. L.D. Axsom will check with the other city parks for rate/fee guidelines.

 

The meeting was moved to adjourn by Edwin Macatangay and seconded by L.D. Axsom. All members voted to adjourn, meeting adjourned at 8:20 PM.
