Ellettsville Parks and Recreation Board Meeting
Minutes
April 5, 2004
The Ellettsville Parks and Recreation
Board met on April 5th, 2004 at the Ellettsville Town Hall. Members present
were Darlyne Sowder - President, Edwin Macatangay - Vice-President,
L.D. Axsom, Denise Knell and Jeff Frownfelter
- Secretary. Darlyne Sowder called the meeting to order at 7:00 PM.
Minutes from Previous Meetings
There were no minutes available from the previous
meeting to review. These will be attended to in the next meeting.
Floor Open for Public Comment
Brian Mobley intended to speak to the Parks Board but
was not able to attend the meeting.
Old Business
5 Year Master Plan
There
was a brief discussion of the note from Prof. Segedy
concerning completion of the Five Year Master plan. Darlyne will provide a
brief history of the Parks Board. This plan will be the first official plan for
the town. Sandy will be able
to provide necessary synopsis covering the terms of Parks Board members,
general budget and revenue sources for the Parks Board. The board was also
asked to provide a mission statement for the Parks Board. The following mission
statement was conceived by the board and will be used in the five-year master
plan document.
The
mission of the Ellettsville Parks and Recreation
Board is to provide and maintain safe and attractive recreational facilities,
activities and opportunities for all Ellettsville residents and visitors.
With
the mission statement motioned for approval by Denise Knell and seconded by
Edwin the statement was voted on and approved 5-0. This should provide the
requested information from Prof. Segedy and therefore
bring to completion the master plan.
Skate Park
No new information specific to the Skate Park.
The
multi purpose building and restroom facility located near the Skate Park is expected to
be complete within a two to three week period per Jim Ragle. He asked about paint colors and suggested the
old restrooms at Campbell's Park not be
opened to save money. Provided the new facility will be available, not opening
the old facility should not be a problem. Paint colors of white and off-white
were approved.
Wishing Well Nature Park
The
resolution to act on and resolve obtaining full access to all property
belonging to the town and moving the fence to define the correct location was
signed by all members of the Parks Board. The matter is now in the Town Council's hands for
action and closure.
Memorial Park
No
new information specific to Memorial Park.
Campbell's Park
A
letter from INDOT stated the need to utilize some of the Campbell's Park
property. Using a map detailing the bridge proposal the Parks Board members
voted to give a small portion of the park to the state to facilitate the
completion of the bridge in the near future. According to the INDOT proposal
there will still be a parking lot in the same location. The board members feel
that this is in the best interests of the community and does not deter from the
use of the park. Denise Knell motioned to donate the small parcel of property
to INDOT for construction and L.D. Axsom seconded the
motion. Motion carried 5-0
Budget
No
new information specific to the budget.
New Business
The
Ellettsville Tree Ordinance was approved by the Town Council. This makes
the Tree Board an official entity. Tonight, the acting tree board, i.e. the
Parks Board members, agreed and made some changes to the objectives. In the
future, the interim tree board will meet immediately following the Parks Board
meeting. Next month will be the first official Tree Board meeting for the Town
of Ellettsville.
The meeting was moved to adjourn by Edwin Macatangay and seconded by Denise Knell. All members voted
to adjourn, meeting adjourned at 8:37 PM. Motion carried 5-0
