February 16th, 2004, Parks Board Meeting Minutes

The Ellettsville Parks and Recreation Board met on February 16, 2004, at the Ellettsville Town Hall. Members present were Darlyne Sowder - President, L.D. Axsom, Denise Knell and Jeff Frownfelter - Secretary. Darlyne Sowder called the meeting to order at 7:07 PM.

Edwin Macatangay was not present due to a school board meeting at the same time.

The Parks Board met to review the first draft of the Tree Ordinance for the Town of Ellettsville. Each member reviewed copies of the proposed ordinance and discussed any questions or made notations for corrections to information.

The board would like clarification on the legal boundaries of the roadside and specifically how much leway from the road is state, or road, property. There is some concern about how much of people’s yards the right of way will take. Also of note were the terms and start dates of the members of the tree committee. The members suggest the draft change the terms of member service to reflect other town office and board member terms of service.

There was some concern about available funding or the need to provide funding in the future for some of the items mentioned in the proposed ordinance. Certainly among these concerns is the ongoing purchase and maintenance of trees and shrubs over the course of years.

There is also mention of enforcement of items in the ordinance. The committee will have to work with the town marshall's office and coordinate any efforts in this area. There were no other major concerns and the concerns will be forwarded to the Green• 3 firm by Darlyne Sowder to update and correct the tree ordinance. A review of the changes and final draft of the town Tree Ordinance should take place at the next Parks Board meeting on March 1st.

Parks Board items discussed on Feb. 16th

Hartstraight road is now scheduled to be reopened in order to connect to the road in front of the current fire station. This will allow traffic to reach the neighborhoods beyond the ball fields much quicker without going through town and the 46 highway loop. The concern is the possible elimination of parking for Campbell Park. Jeff Frownfelter motioned to retain at least two (2) parking spaces designated Handicap near the park in the current parking area. This will allow access to the park without having to cross any traffic. L.D. Axsom seconded the motion. The motion carried 4-0 all in favor.

The meeting was moved to adjourn by Denise Knell and seconded by Jeff Frownfelter. All members voted to adjourn, meeting adjourned at 8:05 PM. Motion carried 4-0
