Edwin Macatangay motioned to accept the minutes from
the June 7th Meeting. L.D.
Axsom seconded the motion. Minutes were
approved 4-0 with 1 abstention (Denise Knell).

Business
5 Year Master Plan
Prof.
Segedy sent two copies of the final version to Darlyne on a CD and did not
provide a printed copy. There were
several versions and other documents on the CD making it difficult to determine
exactly what to review. It appeared that
some pages were not corrected as promised. The board was hesitant to act; wanting to make
sure it was viewing the most current version. An email will be sent to Prof. Segedy for
clarification before approving the final version.
Vandalism to the building has virtually stopped. The restroom at this time not been set up with
locks and the Parks board would prefer to keep it this way, as in the past,
unless vandalism resumes. As long as no
further severe problems exist, the facility will continue operating as an open
facility to all.

Memorial Park
Darlyne will be looking into pricing a flagpole with lights.
It will be a flagpole with limited
access to the flag, which will fly permanently under a light. This should make it difficult to tamper with.
There was a review of the first draft of the renting
policy for the shelter houses. Some
changes were requested and will be implemented. There was a discussion of signage for the
shelter houses related to the renting procedure. Each shelter house will be numbered and a
small sign will be created for each one to notify the public of someone renting
the shelter house. There may also be a
way to post whoever is renting the shelter house by providing a method to
display a copy of the renters receipt on site. Jim Ragle will be contacted about the signage
for each shelter.
Budget
Darlyne discussed the budget with the town council
about why the Parks Board is not spending much money. The limited budget keeps the board from many
additional purchases other than those planned. The budget will be left as briefly reviewed by
the board for the next fiscal year.
Parks Board is investigating how much labor and operating costs are
actually involved with maintaining the parks properties. It is hoping to get a documented history
through receipts, bills and street department records of time spent in labor. Denise Knell motioned to approve the budget as
reviewed. L.D. Axsom seconded the motion
and the budget was approved 5-0.
