March 1, 2004 Parks and Recreation Board Meeting Minutes

The Ellettsville Parks and Recreation Board met on March 1^st, 2004 at the Ellettsville Town Hall. Members present were Darlyne Sowder - President, Edwin Macatangay - Vice President, L.D. Axsom, Denise Knell, and Jeff Frownfelter - Secretary. Darlyne Sowder called the meeting to order at 7:05 PM.

Minutes from Previous Meetings

Edwin Macatangay motioned to accept the minutes from the Feb 2, 2004, Meeting, L.D. Axsom seconded the motion. Minutes approved 4-0. (Denise Knell absent at the beginning of the meeting)

Floor Open for Public - No public comment.

Old Business

5-Year Master Plan

No new news other than still awaiting the final draft of the Master Plan. After receiving the master plan, the parks board will then forward the document to the town council for final approval. There was some discussion of writing grants once the 5-year plan is adopted. Darlyne attended a grant writing seminar recently and found it very helpful. She showed the materials she received from the seminar. There is no known person among town employees who regularly writes grants. The first step would be to start looking for grants. Generally writing to the grant criteria and fitting those criteria into specific plans for the town would be the object and potentially have the best chance of success.

Tree Ordinance

Revisions of the Tree Ordinance were reviewed. Some specific changes included the requirements for tree ordinance members. The basic requirement now is that a member must be a resident of Richland or Bean Blossom Township. The first term of members will now end on December 31^st of 2004. Question of compensation for committee members is still in question and most likely up to the town board members. The service terms for committee members were changed in order to fit other board service times and to provide a staggered changing of members. Terms will begin in January and officers will be elected in the 1^st month meeting. A budget for the committee will be up to the town council to decide. The Town Council will conduct the final review of the Tree Ordinance. Denise Knell motioned to forward the tree ordinance to the town attorney then onward to the Town Council. Edwin seconded the motion. Motion carried 5-0.

Hartstrait Road Extension

There has been no further information regarding the extension of Hartstrait Road.

Wishing Well Nature Park

Parks Board’s formal request to the Town Council concerning the legal notice to move the property boundary to the correct position has been lost as no official records can be found. The parks board was asked to draft a resolution to obtain the five acres in question and have the current fence moved to the proper location designating the correct property boundary. A resolution was drafted during the meeting:

"Based on the Surveyor's Report of May15, 2002, the Harman family is currently farming approximately five acres of the Wishing Well Nature Park. The Ellettsville Parks and Recreation Board hereby requests that the Town Council take necessary steps to restore full access to the entire twenty acres of the Wishing Well Nature Park."

Jeff Frownfelter motioned to approve the resolution and Denise Knell seconded the resolution with the motion being approved 5-0.

There was no new business.

The meeting was moved to adjourn by Denise Knell and seconded by Edwin Macatangay. All members voted to adjourn, meeting adjourned at 7:55 PM. Motion carried 5-0
