The Ellettsville Parks and Recreation Board met on Monday September 7, 2004, at the Ellettsville Town Hall. Members present were Darlyne Sowder, President; Edwin Macatangay, Vice-President and L.D. Axsom. Visitors present were Mike Hendricks, Ron McGlocklin, Jim Ragle, Ron Glassock, Craig Davis, Fred Finn, and Evalina Finn. Darlyne Sowder called the meeting to order at 7:05 p.m.

Skate Park

Fred and Evalina Finn stated that there were teenagers inside the skate park with bicycles. This was dangerous for the small children in the skate park. They asked if anything can be done to prevent this from happening again.

Ron McGlocklin of the Ellettsville Police Department said they do not have citation forms for ticketing ordinance violations, just traffic violations. The Parks Board will work with the Police Department to get citation forms.

Discussion of using the Ellettsville Police Reserves for patrolling the parks followed. Mr. McGlocklin suggested getting a new ordinance stating the park hours. This will give the officers the ability to cite for trespassing.

Mr. McGlocklin also stated a need to get a tracking procedure so that officers know of repeat offenders. The Parks Board will work with the Police Department and Sandy Hash to come up with the tracking procedure.

A question was raised if someone can be banned after 3 citations. The Town lawyer will be consulted.

Edwin Macatangay made a motion to hire the Ellettsville Police Reserves to police the parks for $15/hr with the hours to be determined. L.D. Axsom seconded the motion. The motion passed 3-0.

House of Prayer Community Fun Fair

Ron Glasscock presented a proposal for the Community Fun Fair. It is to be held on 10/9/04 from 1:00 – 5:00pm. Music will be setup between the fire station and the skate park. Activities include a horseshoe tournament, bike show, antique tractors, and more. They will not use the Skate Park.

Edwin Macatangay made a motion to approve the use of the Marci Lewis Park for the Ellettsville Community Fun Fair. L.D. Axsom seconded. The motion passed 3-0.

5 Year Master Plan - No work from Professor Segedy.

2005 Budget - The budget was approved by the Town Council.

Facilities Reservation - No activity.

Flagpole

Jim Ragle has installed a light. Mr. Ragle will get a flag and install an additional halyard at an elevated height.

Edwin Macatangay made a motion to adjourn. Mr. Axsom seconded the motion. Motion passed 3-0. Meeting adjourned 8:38 p.m.
