Creech moved to approve the minutes for the regular meeting on

Ordinances on Second
Ordinance 05-09 to amend the zone maps –
Lots 79 and 80 in Sharp’s Second Addition from R-1 to C-3
Patrick
explained this ordinance was on First Reading at the

Creech made a motion to adopt Ordinance 05-09 to amend the zone maps – Lots 79
and 80 in Sharp’s Second Addition from R-1 to C-3. William Evans seconded. Motion carried.
Ordinance 05-10 to amend a section of
title 150 of the Ellettsville Town Code concerning Planning and Zoning
Patrick
explained this ordinance is to add five cents per square foot charge to the
$25.00 per application fee we currently collect. Patrick personally feels the five cents per
square foot charge is too much, two or three cents would be more appropriate.
Dennis
Williamson confirmed the Plan Commission did approve this as written. They recommended five cents and he would like
to support their decision.
Ed
Bitner stated the Plan Commission did approve the five cents but it was not
unanimous. He feels since the Town
handed the inspections over to the County, we are not incurring any costs and
we should not receive this kind of money. For the people developing in this area, the
additional costs could reduce the quality of the building. He wanted to add that he did not vote for the
five cent charge.
Lisa
Creech explained the Town does pay code enforcement and has other costs. Ed Bitner commented Frank’s wages were
budgeted from other accounts and feels this five cent charge doesn’t affect
that. Lisa went on to explain if we
charged three cents per square foot now, we would need to raise it in a few
years. She feels we should pass the five cents now for the betterment of Ellettsville. Ed mentioned all the salaries and costs have
been budgeted for so there is no need for the five cent charge. Patrick added the lower charge is tailored to
and benefits the person developing rather than be a benefit to the
community. He used 2004 figures and
computed the city would have raised 15% of the Planning and Zoning
Administrators gross wages at the three cents and that is more than enough.
Dennis
Williamson moved to accept the Plan Commissions recommendation as written. Patrick Stoffers requested Dennis amend the
motion to say “adopt ordinance 05-10”

Williamson made a motion to accept Ordinance 05-10 to amend a section of title
150 of the Ellettsville Town Code concerning Planning and Zoning. William Evans seconded. A roll call vote was taken: William Evans,
Lisa Creech, Phillip Rogers and Dennis Williamson voted yes. Patrick Stoffers voted no. Motion carried.
Supervisors Comments
Sandra
Hash mentioned the contractual agreements with CINergy for street lights. In the past it was a regular $7.00 fee per
month with no installation cost. In
September, they changed their rate structures and policy. We now have to pay up front labor for
installation and materials averaging $1,600.00 per light. Jim Ragle put in a request for fifteen street
lights. If we do not pay this up front cost per light, which is not budgeted,
each light goes from $7.00 a month to $25.00 a month for ten years. After ten years, it would drop down to usage
fee only. This is making it very cost
prohibitive for us to install new street lights. These agreements will be put on hold. She spoke with Frank to see if it would be
possible for these lights to become part of the infrastructure for new
developments and absorbed in the building cost. New street lights are on hold
until we find a resolution or additional funds.
Patrick
asked Sandra about Denise Knell’s resignation letter from the Parks Board. Sandra said she called and spoke with Denise
in person. Denise said she would get the
letter to Sandra but nothing has been received at this time.
Dennis
Williamson attended the Ellettsville Library open house. It is a beautiful building and they have a
great staff.
William
Evans attended the Fire and Police Station open houses. They went well and there was quite a turn
out. Memorial Day is next weekend and he
would like to remind everyone to honor our Veterans.
