The
Ellettsville, Indiana, Town
Council met for a
Special Session on Monday, May 7, 2007, at the Fire Department Training and Conference
Room. Dennis Williamson called the
meeting to order at 4:00 p.m. with prayer and the Pledge of Allegiance.
Roll Call: Members
present were Dennis Williamson, President; Dan Swafford, Vice-President; Dianna
Bastin, Ted Robertson and Phillip Rogers. Sandra Hash, Clerk Treasurer and Mike Spencer,
Attorney was also present.
Resolution 06-07 accepting and
implementing the terms of the withdrawal of request for hearing and agreed
resolution of disciplinary charges
Sandra Hash read the resolution in its entirety. Dennis Williamson announced the Deputy Salary rate was listed at
$45,000 and should have been $42,000.
Mike Spencer requested the phrase the Marshal serves at the pleasure of
the Town be added to the beginning of the resolution. Dianna Bastin made a
motion that we correct the resolution to read the Marshal serves at the
pleasure of the Town Council and to amend the salary to $42,000 from
$45,000. Phillip Rogers seconded. Motion carried.
Sandra Hash read the Withdrawal of Request for Hearing and Agreed
Resolution of Disciplinary Charges in its entirety and stated the agreement was
signed by Marshal McGlocklin, his attorney Elizabeth Bemis and our attorney
Mike Spencer. Dianna Bastin made a motion to approve 06-07 accepting and
implementing the terms of withdrawal of request for hearing and agreed
resolution of disciplinary charges as amended.
Phillip Rogers seconded. Roll
call vote: Dennis Williamson yes; Dan Swafford
yes; Dianna Bastin yes; Ted
Robertson no; Phillip
Rogers yes. Motion carried 4-1.
Ordinance
07-05 to amend Ordinance 06-25 fixing of salaries for the budget year 2007
Sandra Hash read the ordinance in its entirety. The only change was the range for the Deputy
Marshal was broadened to accommodate the adjustment. Dennis Williamson stated this is the first reading and called for a
motion to adopt the ordinance that was just read the same day it was
introduced. Dianna Bastin moved that
ordinance number 07-05 be submitted for first reading as read. Phillip Rogers seconded. Motion carried.

adopted on the same day in which it was introduced. Phillip Rogers seconded. Roll call vote: Dennis Williamson yes; Dan Swafford
yes; Dianna Bastin yes; Ted
Robertson nay;
Phillip Rogers yes. A unanimous vote
is required to adopt an ordinance on the first reading so Dennis Williamson requested the ordinance be placed on the agenda for
Monday, May 14 for a second reading.
It was asked from the audience if the Council already
had their minds made up and when was all this happening. Why was the community welcomed to attend this
meeting but not able to say anything? Dennis Williamson answered the public comment period will be Monday
night at the regular meeting. Dennis Williamson announced the Council is not required to take public
comment.
Adjournment Dan Swafford made a motion we adjourn. Dianna Bastin seconded. Motion carried. Dennis Williamson adjourned the meeting at 4:14 p.m.
