The Ellettsville, Indiana, Redevelopment Commission met in regular session on Thursday, November 15, 2007, at the Fire Department Training and Conference Room.  Frank Buczolich called the meeting to order at 7:00 P.M., leading the Pledge of Allegiance.

Roll Call:  Members present were Frank Buczolich, President; Darby McCarty, Amber Ragle, Frank Nierzwicki, David Drake. 

APPROVAL OF MINUTES

Amber Ragle motioned to approve the minutes of the July 19, 2007 meeting.  Darby McCarty seconded. Motion carried.

TREASURER’S REPORT

There was no treasurer’s report.

OLD BUSINESS

Heritage Crossing Redevelopment Plan Schedule

Frank Nierzwicki- A map was projected overhead of the new zoning proposal.  The map will be posted in town by Monday, November 19, 2007 at the Ellettsville Fire Station, Library and Town Hall.  Certified letters will be mailed by Thursday, December 6, 2007, with final approval of the proposed zoning on Friday, December 14, 2007.  The letters will be mailed certified delivery with a signature receipt.  The letters will be addressed to the parcel owner, and will include the parcel address and parcel number with the proposed zoning change C2.  A press release will be issued in the Ellettsville Journal.

Frank Nierzwicki- Discussed the color coding to identify the zoning changes of R1 to C2.  This area will be C2, tourist destination for commerce.  Frank stated that with this zoning, no additional gas stations or auto repair stations will be allowed.  The long range plan for this area is for office space and commercial tourism, as well as bed and breakfast inns.

David Drake- David mentioned that the Redevelopment Commission doesn’t have anything to do with zoning approval of boundaries.

Frank Nierzwicki- Frank said the Plan Commission approves the changes and on December, 6, 2007 the Town Council will choose to adopt the proposed change or decline the zoning change.  After presented to Town Council, the proposed zoning changes will return back to the Redevelopment Commission.

Jeana Kapczynski- Jeana noted that at some point in time, a historic overlay should be added.

Frank Buczolich- Obviously you would want that information known before we get any other development.

Frank Nierzwicki- The historic overlay would occur before any additional development.

Frank Buczolich- Stated the proposed zoning changes moves to the Plan Commission.

Heritage Crossing Redevelopment Project Listing

Frank Nierzwicki- Mainstreet and the Town of Ellettsville have filed a grant with the Monroe County Community Foundation, Matchstick Agency Endowment. The goal is to raise $50,000 total.  If local groups raise $37,000, they will grant us a match of $12,500.  If additional funds are raised then it may be possible that some money could come back to the Town for annual maintenance of the gateway areas and the development of a revolving fund for the downtown merchants and other improvements.  We hope to kick off in January.  We will be working with other groups for downtown redevelopment.

Frank Nierzwicki discussed the following grants and projects:

-         Sidewalk grant for $250,000 along Reeves Road and other areas to improve safe routes to school.

-          INDOT grant.  I-69 Community Planning Program Grants, we’ll be working with a lot of various groups in the future.

-         Revised listing of projects, down to 5 million, we have cut this down a great deal.  Street lights project 1, sidewalks project 2, detailed listing of the trail project 3.  We need to have some progress over the next 12 months.  We need to proceed with the environmental work.  The grant awarded from INDOT for this project $169,000.  We have a 1 year extension.  We need to have the environmental study completed.  The trail is a good starting point to connect to Bloomington and Stinesville.

-         The Depot area is stalling us, we have not matched the funds, if we get this project finished up then we can go for more money, we need to get going with this project or the money will be taken from us.

-          A possible grant to seek in the future is a $5,000 grant from gaming, this grant can be up to $5,000 and used for educational purposes and cultural development.

-          Mainstreet would like to have a limestone bench project.  This money could be with local artists and the school corporation to provide materials and instruction by stone cutters to assist with the historic and cultural aspects of Ellettsville.

Frank Buczolich- This could tie in with the annual limestone symposium, our contribution to this event.

Frank Nierzwicki- presented a tentative schedule of 2008 Redevelopment Commission dates.  Some appointments are up at the end of the year, unless they want to reapply.  I appreciate the assistance with this commission.
