was also present. Marion Swindle took
the minutes for Sandra Hash, who was attending a conference.
Approval of the minutes
David
Drake made a motion to approve the minutes for the Regular Meeting
Action to Pay Accounts Payable Vouchers
Dianna
Bastin made a motion we pay the Accounts Payable Vouchers. Phillip Smith seconded. Motion carried.
Resolutions
Resolution 10-08 to amend Resolution
05-08 allowing the sale of a 1996 police car to
Tony Bowlen explained a few weeks ago a resolution was approved to
surplus three vehicles. Since that time,
the Gosport Town Marshal contacted Tony in need of a police vehicle. The Town has an equipped 1996 Ford Crown
Dianna
Bastin made the motion for a 1996 Crown P71 Victoria, fully equipped, be sold
to the Town of
Old Business
2009 agreement between the Town of
Dan Swafford explained this agreement was tabled at the last
meeting and they were going to look into broadcasting live. Dianna Bastin stated the fiber optics is in
place and Smithville Telephone is eager to assist. There will be a fee for equipment, not known
at this time or what it entails. Dianna
suggested amending the agreement when the Town was ready to go to a live broadcast
or receives more information.
Phillip
Smith made a motion we accept the 2009 agreement between the Town of
Supervisor Comments
Jim Davis, Ellettsville Fire previously asked the Council to promote
a day shift employee to Sergeant. A
month ago, various people were promoted to various ranks to cover all
shifts. One person they were going to
promote to Lieutenant did not meet the “years of service” requirement but did
meet all training and requirements for a Sergeant. Jim
Davis has selected Doug Bartlett to be, with Town Council approval, Sergeant on
the available shift. Dan Swafford
clarified the promotion pay will be included in the next budget. This promotion will satisfy the supervision
of all shifts.
Jeff Farmer outlined the “Job Opportunity Notice”. The Utilities Department has an opening for a
RFT (Regular Full-time) Utility Office Clerk.
This would replace the RPT (Regular Part-time) Billing Clerk position
that is currently available. He would
like to post the job internally for two weeks and interview all qualified
applicants, with the Liaison. Phillip
Smith clarified the job will be posted internally and asked if this is already
in the budget. Jeff explained an RPT
Billing Clerk is in the budget and looking at the pay scale, going with an RFT
Utility Office Clerk will fit right into the budget. If there is an increase with the benefits,
“we will provide for it in next year’s budget when the pay increases above what
we have budgeted this year”. There is
money in the budget to cover the salary for the rest of the year.
Dianna
Bastin made a motion that we allow Utilities to post a position RFT Utility
Office Clerk, Utilities Department beginning with two weeks inside. David Drake seconded. Motion carried.
Dan
Swafford asked if they will look “outside” after the two weeks posting. Jeff stated anyone can apply but they do not
see the need to advertise in the newspaper.
Dan
Swafford thanked Jeff Farmer and his men for the wonderful job they did over
the past few days. He thanked the Street
Department and all involved.
Tony Bowlen announced a few weeks ago they had a few cars for sale
on ebay. A 2000 Crown
Dan Swafford thanked the Police Department for the wonderful job
they are doing.
Council Comment
Dianna Bastin stated Rick Coppock will be out of town and if anyone
has any drainage issues to email her or call Town Hall. Dianna’s email address is on the Town
webpage. Dianna appreciates all the guys
who were out in the unusual flooding conditions. Dianna took the opportunity, as a Central
Dispatcher, to remind the citizens of Ellettsville not to call 911 during a
storm and high water. There is nothing
that can be done about rising water or water in the houses. Central Dispatch needs to be available for
emergencies. Dianna drove around with
Mike Farmer to view some of the standing water.
She cautioned everyone to be careful.
