The Ellettsville
Parks and Recreation Board met on Monday, August 4, 2008 at the Fire
Department Training and Conference Center.
Geraldine McIntyre called the meeting to order at 5:30 pm and led the Pledge of Allegiance. Members present
were Geraldine McIntyre, Vice-President; Amber Ragle and Richard Pease. Jimmie
Durnil and Michael Griffey were absent.
Approve Minutes of July 7, 2008
Richard Pease made a motion to approve
the minutes of July 7, 2008.
Amber Ragle seconded. Motion carried.
Review Accounts Payable Expenditures
Amber Ragle stated $236 was paid
for the flowers planted at both Gateways and also the electric bills were paid.
New Business
Tony Bowlen, Ellettsville Town Marshal asked for direction with the
vandalism at the parks; issue a criminal trespass warning or forward their
information on to the Parks Board.
Recently a young man was caught trying to set fire to one of the Shelter
Houses. Without the authority from the
Parks Board, the Police Department does not
have the authority to keep people out of the park. Amber asked Tony if they have a
recommendation on what should be done.
Tony recommended the Board receive the “trespassers” information and
then issue their parents a “Criminal Trespassing” warning for the juveniles to
keep them out of the park. For “adult”
trespassers it would be a warning not to come back on park property or they
will be taken to jail. For “juvenile”
trespassers it would mean referring them to juvenile probation for criminal
trespass or criminal mischief if they are caught doing something. Tony gave some different examples of
situations. Geraldine stated the Parks
Board should recommend, what they feel is right, and then take it to the Town
Council to decide. The Town Council has
more rights than the Parks Board. Tony
would like direction on how to handle the “vandals” and “set a few
examples”. The season is almost over but
he would like a plan in place for next year.
The Town has very nice parks and there have been many people enjoying
them.
Amber Ragle stated a church rented the large Shelter House over the
weekend and had a big function. The
rental form was brought to Amber and it stated the grass had been torn up in
one spot. How does the Parks Board want
to proceed with the security deposit that was paid? It appears when they removed a concession
trailer the wheels locked up and pulled up a large section of the yard. There are no written guidelines as to what is
considered damage and Amber does not know how to proceed with their
deposit. Geraldine asked Amber to get an
estimate from Jim Ragle, of the Street Department,
on the cost to repair the area and then refund the difference.
Geraldine McIntyre thanked Amber for her help in the planting of
the flowers at the Gateways.
